Should the parking lot in Jerusalem be open on Shabbat?

Jerusalem has been going through another one of its conflicts between the large ultra Orthodox community and the rest of the Jewish population. Thus time it has been around the issue of a parking lot on Shabbat. This is the background. In recent years there has been a real revival of the Old City and many Israelis and tourists come on Shabbat to visit in the Old City, walk around, shop, sit in Cafe's and the atmosphere is great compared to the years of intifada and fear. As a result, the entire ares of the Jaffa Gate is conjested and lacks parking. There are two huge parking lots right there, and they have been closed on Shabbat ever since they were in existence. The police has been saying for several years that there has to be a solution for the hundreds of cars that need parking on Shabbat. the former mayor, Lopolianski refused to allow the lots to open. Barkat, the new mayor, announced that he would open a lot and promised to do it soon after his elections.
These two parking lots are not owned by the municipality and it took some time to make the arrangements for one of the lots to open. In the meanwhile, Barkat opened the large municipal parking lot, which is underneath city hall. That happened on June 6, and since then, the ultra-Orthodox population is furious. We have seen riots, protests, political threats, and a lot of bad blood.
On Shabbat, June 27th, Barkat managed to open the private lot which is close to the Jaffa gate and it appears that this will hold.
So people ask: is Jerusalem becoming more Orthodox? The answer is actually not quite, while the Haredi world has grown in numbers and political influence, Jerusalem is more pluralistic an open than ever. Jerusalem has a vibrant secualr scene with art, cultura, and places open on Shabbat. How is it possible?
Paradoxically, both sides need each other for their survival, the contract is very rich and create a lot of energy, sometimes slipping into violence and tension.
